How do i change my keyboard settings...?

Im try8ing to change the keyboard from english to french and i havent the slightest clue...help plz|||In windows XP, go to Control Panel, switch to classic view, then go to Regional and Language Options. then select your language preference from the pulldown on the Regional Options tab.
