In simple terms, this is exactly how the keyboard works. Upper case works with the shift key depressed. For the special characters such as @ or $ or %26amp;, one must use the shift key as well. Suck it up and get used to it.

change top address bar to English UK you are using USA

bottom to English

click 3 rd tab (advanced)

change address bar to English

tick bottom box (apply all setting to the currant user account and to the default user profile)

In XP probably the same in vista etc go to control panel and select %26quot;Regional and Language%26quot; Select Language tab, then DETAILS. In Installed services click ADD and in Drop down list select English (United Kingdom) You should then see it in the Installed services list. To avoid confusion with selection delete the English(United states) entry.
