How do I change computer Keyboard arrow settings?

We r playing games on the comp. But we have problem using arrow keys. Screen is going up and down. How do i stop it? I just want to use arrows for games, not for whole screen.|||Just click with your mouse on the screen to stop the screen from moving. Then u can use ur arrow keys normally.
